‘Presidency has no excuse for not implementing budget’

The Chairman, House of Representatives Committee on Appropriation, Mr. John Owan-Enoh, has said the delay in amending certain clauses in the 2013 Appropriation Act as demanded by the Presidency is not an excuse not to implement the budget in full.

Owan-Enoh said this on Thursday during the opening of a three-day strategic retreat in Calabar, Cross River State on the implementation of the budget organised by the Policy and Legal Advocacy Centre in conjunction with the British Department for International Development.

“Despite the return of the 2013 Appropriation Act to the National Assembly for amendment, the Presidency, which is the arrow head of the executive arm, has no excuse for delaying its full implementation,” he said.

One of the clauses, which the Presidency is seeking amendment to is the demand that the relevant authorities must submit to the National Assembly quarterly income and expenditure accounts for vetting so as to know if the budget is being implemented to the letter and the challenges if any.
